Since I posted the question, I got the program to run with the LOW-MAT lines commented out. I was under the impression that they were needed (the FLUKA2003 manual implies that the user has to re-define the air and water) to load the low-energy neutron information for the individual compounds that I created.
I guess I didn't understand fully.

Oxygen's identifiers are 8 +16 293, not 8.0 -2.0 293.
There may be other erros of the same type, I haven't checked.
But why do you use LOW-MAT? The default materials are those you want, and using LOW-MAT when it is not necessary is a frequent source of mistakes of this kind.
There is a double warning in the manual, but users seem to love that command. The purpose of LOW-MAT is to override the defaults in the
(rare) cases when they are not acceptable.
