If you haven’t done yet, please check the publication “The FLUKA Monte Carlo code coupled with the local effect model for biological calculations in carbon ion therapy” for details on how to do this.
I would imagine that you can implement that feature via fluscw.f routine, but may want to contact any of the authors if you don’t find enough details in the publication.
