Yes, FLUKA does model photo-nuclear reactions in an exclusive way. Experimental cross section data, however are used only for total reaction cross sections and not for the simulation of certain exclusive channels. The latter follow from FLUKA-native nuclear interaction models.

I have a very simple question, Is it possible to use fluka for the modelling of photonuclear reactions (g,n) and (g,2n) explicitly based on the cross section data available in JENDL-PD2004 data
library and "Handbook of photonuclear data cross-section".
