Hello Vitaly,
LUTETIUM is available in the low-energy cross-sections (Chapter 10.4 of the FLUKA manual) and since you used the exact FLUKA spelling, there is no need to issue a LOW-MAT card (unless you want to choose the 87K cross-section instead of the default 296K).
My quick test run worked fine and radioactivity was scored. May be you can explain what you meant by it not working for you.

When I use GAGG (Gd, Ga - based) scintillator instead LSO (Lu-based) all work correctly. There is no EM-LOW data for Lu in FLUKA, so maybe problem in this stage.
