the error message means that you are not an administrator on the PC, or your username wasn't added to the sudoer list. You can execute the command as root, or ask you system administrator to do it.
Alternatively you can install FLUKA in your home directory.

I have tried your second recommendation but unfortunatly the following error has occured. I don't know what it means. Would you please explain the concept of this report?

Words can not describe how thankful i am. I performed what you said, but unfortunatly the following error has occured:

I am the only administrator of this computer, because i installed this fluka version on fedora 24 on my personal computer. I can be as a root for installing programs, changing the time of the system, etc. I was wondering that the problem is relevant to process of the fluka installation. Since i did not define few environmental variables. I start my installation from cp /path/fluka2011.2-linuxAA.tar.gz ./ step in the /usr/fluka/flukagfor directory which had been created through the previous version of the fluka. I went to the /usr/fluka/flukagfor directory and continue the following command.
Attached files are the contents of my directories which i hope to help you finde the principle problem.
