Dear Shuoyang Wei,
You must set the status parameter as OLD in the OPEN card, otherwise
FLUKA unable to open your data file.

The FLUKA manual also recommends use IO unit higher than 20, for example 93.
As a result SOURCE and OPEN cards might have been as follows:
