there are 3 options for you I can think of:
1.) Install GFortran 7 from a third party repository. See details:
https://askubuntu.com/questions/949308/how-do-i-install-gfortran-7 (Maybe you tried this already)
2.) Compile GCC from source. More info:
https://wiki.osdev.org/Building_GCC
3.) You can use the Docker version:
https://flukadocker.github.io/F4D/
To install docker follow the instructions here:
https://docs.docker.com/install/linux/docker-ce/ubuntu/
