Dear Alessandro,
you can install the tar version of flair in your home directory, by specifying the DESTDIR option during the make .
For details take a look at the flair readme file:

Subject: [fluka-discuss]: Install flair without sudo
Dear Fluka experts,
I want to installa flair on a server where I have not the administrator
permissions. So, I cannot use the sudo comando for the installation of
flair. There is a way to install it without using the sudo but only in
local. We try to ask the permission to use the sudo comand but they
denied it.
Best regards, Alessandro Calamida.
