Hello,
  the cutoff for electron transport with the card EMFCUT is intended
as total energy, which means kinetic plus rest mass (as reminded in
the manual). So your 1keV makes no sense, since the e-/e+ mass amounts
to 511 keV: the minimum value is 512keV, which is what you get in
the output file.
