in the input you sent, all regions are set to vacuum. So, there will be no
particle showers, an no energy deposition.
The USERBIN scoring are not all empty: the ones scoring proton and ion
fluences docontain something, just because the code is transporting the
original cosmic rays particles through all the vacuum regions.
Then:
the DPMJET card DOES NOT call the ion interaction generator. It is an
auxiliary card that sets some printing flags and verbosity.

In order to have the ion interaction generatorrs one has to build the
executable with them, using the $FLUPRO/flutil/ldpmqmd script (also
available through Flair).

You can check that it is linked by looking for the string
requested particle production model DPMJET
in the output file.
About the USRBIN by region: if you wish to have data for each and every
region from 1 to 98, jusst set what(4)=98 in the first card, and what(1)=1
in the continuation card. You'll get 98 values.
