Dear Fluka users

fluka2020.0.3 has been just uploaded to the Fluka web site and it is ready
for download. This is a respin of fluka2020.0(beta) and, as you can see,
we dropped the "beta" since we are now reasonably confident in the
robustness of this release.

This respin addresses the following issues/improvements:

Corrected issues:

a) an array out of bounds when using the BEAMSPOT special source
   (thanks to W.Kozlowska for pointing out this issue)
b) an array out of bounds when asking an yield estimator for
   low energy neutron interactions (thanks to G.Battistoni for
   pointing out this issue)
c) a possible overflow when asking DOSEQLET for very small particle
   weights
d) an issue IN THE "echo" input file with geometry directives
   (eg $Start_Translat etc) which were misintepreted
e) a very rare array out of bound for low energy hyperon interactions


Improvements/additions:

1) low energy neutron cross sections are now available also for
   Se, Rb, Rh, and Dy, as well as separately for all stable isotopes
   of Pd (natural Pd was already present). For details about the
   corresponding identifiers please look at the manual
2) the nuclear database has been further improved, particularly
   concerning isomers and rare decays
3) the default mgdraw user routine has been improved so that it can now
   handle in the sodraw entry multiple particles on the primary stack
   including more than one heavy ion
4) a protection has been added in order to stop the run if different
   detectors have the same name (eg two USRBDX both named "Neutron")
   in order to avoid misunderstandings with the AUXSCORE and similar
   options
5) if electronuclear interactions are requested, photonuclear
   interactions are now automatically enabled for the same materials
