Dear Andrew,

yes, it is possible for FLUKA to reflect particle at a surface,
but you need to write a user routine (usrmed.f, available like all
other user routines in the directory usermvax). You can flag a material
by means of command MAT-PROP (SDUM = USERDIRE) to act as a reflector
by a call to usrmed: read details in section 13.2.28} of the manual.
