Ercan,

the distinction between neutron elastic and inelastic interactions
is valid only for neutrons with energies > 20 MeV.
Below that energy, the cross sections only give the probability
that a neutron moves from an energy group to another, independent of
which reaction is responsible for it.
All secondary neutrons below 20 MeV are flagged with icode=300 in
USDRAW entry.
