Francesco Cerutti has corrected me. Here is his comment:

"No, to determine the number of bins that the user must request, those of the
low-energy neutrons are not relevant. They will be automatically produced by
the code in order to cover the interval between Emin and 20 MeV, as you have
said. The number of bins that the user requests are used to calculate the WIDTH
to be applied above 20 MeV, as you have said, and also below 20 MeV if there are
other particles in addition to the neutrons. But the calculation is
WIDTH=(E_max-E_min)/N_bins (with any E_min, even <20MeV), therefore N_bins has
nothing to do with the number of group bins".
