Hi,

You can simulate sources with FLUKA and obtain the dose, dose equivalent and other magnitudes from those sources... FLUKA accepts both CSG and voxelized geometries which can be filled with virtually almost any material or compound. So I don't see why you couldn't use it for that purpose and I think others may already be using it for that.
