Dear Trinh,

heavy ion reactions have a specific treatment in FLUKA and at low energies
are indeed handled by the BME event generator. Below 20 MeV/A you get a
significant chance for complete fusion, and pre-equilibrium emissions,
before evaporation/fragmentation/fission, in the present release are
performed only for systems falling in the domain covered by the
precomputed database.

On the other hand, for single hadron induced reactions - which are
another thing -, FLUKA has its own implementation based on the exciton
model and on the Veselski recipe for pre-equilibrium termination. But this
does not apply to your case.
