Dear Nkanyiso,

you have a point.

FLUKA does not use cross section libraries, except for interactions
induced by neutrons below 20 MeV.
It uses its own models for calculating the sharing among the different
reaction channels and its own parametrizations for calculating the
reaction cross section. Here the issue is with the latter, whose
sub-barrier extension (below 10 MeV proton energy in this case) is
just missing and prevents you from simulating neutron production in that
range.
