OK, let us try something different:
1) make sure that any docker process is stopped;
2) if you still have the directories "C:\Program Files\Docker\Docker" and
"%programdata%\docker", remove them;
3) reboot and try reinstalling Docker.
Hopefully this will help you. Let me know...
