Possibly you cannot summon those cards via flair, yet.
My guess is that by calling it directly in the input it should work. The
example given in the manual is this one:

Subject: regarding FLUKA 2011.2x.8 new version
Dear Fluka experts,
I have installed FLUKA 2011.2x.8 based on Gfortran 7.4 on Ubuntu 16.04
As per release note, in that version, The TPSSCORE and RAD-BIOL cards
for radiobiological linear-quadratic alpha/beta scoring are available.
But I am not able to get those scoring cards.
Can you kindly guide me regarding this.
