The error comes from the fact that there is no low energy data set
connected with your material oxygen18.
More than this, there is no dataset in the library for oxygen 18
I suggest you to load the pointwise cross sections instead, where oxygen
18 is included
the card is
LOW-PWXS
If not already done, you have to install the new release fluka2023 in
order to have pointwise cross sections.
I'm not sure I understand the question about physics.
  On the other hand,
  I would like to ask you if you are sure that you  want to use a custom
"water" where 100% of the oxygen is 18O.,
while the natural content is less than 1%.
There is a card BIASING in your input, probably left from some other
example, it is of no use here
