You don't need LOW-NEUT since you are using the PRECISION defaults which
implies LOW-NEUT.

With pointwise transport, instead of using LOW-MAT, you need to assign the
corresponding scattering kernel to your hydrogen isotope:
TSL-PWXS 1.0 37.0 HYDROCAR

Also, do not forget to adjust WHAT(1) of your USRTRACK to benefit from
pointwise binning, i.e. change it from 1 to 9999.

I noticed you set up material numbers with name-based input (WHAT(4) of
MATERIAL cards). Please do not do that.
