transport limits

Hi all,
I found a table in the manual regarding transport limits in FLUKA (p.
8). Why is distinguished between primary and secondary particles here? I
would suppose the transport physics are the same both for primaries and
secondaries. Can anybody explain why the primary limit is always higher?
