Dear Paul

The binning in the low-energy neutron range is fixed by the low-energy
neutron cross section group structure. If applicable in your case, instead
of combining bins I suggest to improve the statistics in that energy
region. Otherwise, results can be off by a factor of few.

I don't think there is a way of merging energy bins in Flair.
