Dear Julie,
 
The reason is that FLUKA use the multi-group scheme up to 0.020 GeV for low-energy neutron transport and USRBDX (and USRTRACK) energy distribution and results for neutrons printed to out file (number 21 in your case) up to 0.020 GeV in any case by default. You can change only minimum kinetic energy for scoring.
 
I corrected your inp file a little.

· Input for a target of Ta with 210 MeV protons scoring neutrons from 0.00001 to 0.010 GeV

I think there may be two reasons:
1) I don’t remember, but may be neutrons from Ta(p,n)X reactions have energy < 10 MeV (0.010GeV).
    (You can see the energy distribution by USRTRACK or USRBDX).
2) Or the counting statistic is too low.
    (You can see the statistical error of USRTRACK or USRBDX energy distribution).

Dear fluka users,

I made two inputs representing proton impinging a thin tantale target. The
detectors are put all around the target, on a sphere.
In my first input I choose neutron to be scored from 0.00001GeV to 0.010GeV
and in the second input I only change the range of energy. I scored neutron
from 0.00001GeV to 0.020GeV.
I am very surprised because for these two different quantities I found the same result.

Do you have any ideas or suggestions theses results can come from ?
