To answer your questions:
1. The LOW-MAT for selecting the neutron (below 20MeV) induced cross sections.
    You are interested in proton induced. This is given by the models, and there is
    no external way to introduce or change it.
2. You scoring cards seems Ok.

I'm using FLUKA to simulate the O18(p;n) F18, but in fluka low materiel there is only O16, any specification about O18 doesn't exist. To have a accurate simulation, i'm asking for a method or solution to introduce cross section of O18 ?
second , i'm trying to evaluate dose of neutron in different position by using USRBIN (DOSE-EQ) combined whit AUXSCORE (neutron)( the unit is pSv per perimary) and the dose rate of Gamma resulting from decay after 21600 s, by using USRBIN combined whit AUXSCORE (photon) and DCYSCORE (the unit is pSv/s). the scoring carte details is described as folow:
