FLUKA cannot simulate recombination of electron and ions pairs in ionizing chambers. However, it is possible to
make a correction to the energy deposited, as you can see in the attached Note. See in particular Sec. 5

Dear Fluka users,
I would like to evaluate the effects of recombination of electron and ions pairs in ionizing chamber generated by photon with the utrashort time scale of ps (1.0E-9s).I try to use FLUKA to smiulate this process,but encounter some questions as followed.
(1) I don't know if Fluka could provide a static electric field as that in ionizing chamber.If not, Is there any other simulation code suggested ?
(2) I doubt that if FLuka could simulate the process of recombination of electron and ions pairs,Beacause I want to evaluate the underestimation due to recombination of electron and ions pairs in ionizing chamber .
I know these requirements might be beyond the capabilites of FLUKA.I just want to some suggestions from everyone so that I could solve above questions. Any help will be really appreciated. Thanks in advance.
