Note that to be meaningful results from the DETECT card requires to run FLUKA in a fully analogue mode. So you should have WHAT(1)>1 for the RADDECAY card, but even in that case as pointed out in the manual, even in that case the transport is considered as semi-analogue because the radiation spectra are inclusive (i.e. no correlated gamma cascade is reproduced, etc.). When you are scoring in that case you would get the contribution of the prompt and decay part. You could write a collision tape and select only event in a given time window in your detector corresponding to the time window for which you detector would be measuring after irradiation....

Otherwise, what you could do (is your sample is small and self-absorption effect in the sample can be neglected) is to score the residual radionuclides in your sample at the time of the measurement and then use another tool as nucleonica to determine the response of your detector based on your nuclide mixture (I have done it in the past and it works well using the Gamma Spectrum Generator).
Otherwise, you can also score the spectra of photons entering your detector region at a given cooling time (assigning all material for the decay part of the transport to vacuum except for the sample) and then fold the spectra with the detector response function....
