Your O-18 elemental material has no low energy neutron cross sections
associated. You need the LOW-MAT card to associate to it an existing
set from the material list reported in the chapter 10 of the manual,
keeping however in mind that a dedicated set for O-18 is not available, so
neutrons below 20 MeV will be transported in O-18 as if their nuclear
interactions were occurring in O-16 (in case you select the OXYGEN set).
