Dear Zeynep,
you cannot implement your stopping power procedure in FLUKA.
FLUKA is not intended as development toolkit, as authors’ intention is to provide the best physics model they can.
However, there are some cards that allow to change material properties but I’m not sure this is sufficient for your studies.
