In Fluka, you can define isotope as sources. To answer your questions:
1- To define isotope as radioactive source, you need to select "ISOTOPE" as particle in the BEAM card.
Then, you have to add the HI-PROP card, define A and Z of your radionuclide and fill what(3) for metastable radionuclides.
I am not sure it is already implemented to take into account metastable radionuclides but it seems it worked for me with Xe-135m.
For TC-99m, HI-PROP card will look like :
HI-PROPE 43. 99. -1.
2- To check energy and yields of the radiations emitted by the selected isotope, you can perform a calculation in the vacuum and score fluence around your source.
You will be able to discriminate particles in your score.
However, for beta- emitters, fluence will take into account continuous electrons AND monoenergetic electrons as Auger and conversion.
3-It is possible to edit energies and yields but in this case you will have to create a source user routine.

I wanted to define Tc-99m in the voxel phantom. I could able to define
I-131 in few organs and got the results. I have few doubts:
1. How to define Tc-99m isotope with Hi-Prop card?
It seems by giving negative number in Isomer it is possible.
2. where to check the energies and yields of the radiations emitted by the selected isotope?
3. Is it possible to edit energies and yields?
