Dear Adam,
In principle one can always kill particles in the USRMED routine by setting the particle weight WEE to 0. There are several arguments passed to USRMED, like particle energy and particle type, so one can include some IF statement to kill selectively neutrons above a certain energy. Note that the call to USRMED has to be activated by the MAT-PROP card (WHAT(1) has to be larger than 0.0 and you need to set WHAT(4) to 1.0 and WHAT(5) to _at_LASTMAT if it should be active for all materials). At which energy do you want to set the cut? Beware that below 20 MeV FLUKA uses a group-wise treatment for neutron transport.
