I am still confused. I think FLUKA can model a radioactive source by using the BEAM card.
For instance, if I set SDUM=ISOTOPE in the BEAM card, assign HI-PROPE, and set SDUM=CYLI-VOL in the BEAMPOS card, then I can define a radioactive source. The momentum of the BEAM card is zero (shown in slide 21 in your link

However, once I used the BEAM card, I cannot use another BEAM card to define the primary protons.
One possible solution I have is that I execute the primary beam run and the radioactive source run separately then integrate the residual dose later.
Sorry for my unclear question.

I think we have to go out of the confusion a bit...
You have a primary beam of 440 GeV protons hitting a target containing several radioactive materials. Therefore you have to use the card BEAM *only* to describe the impinging protons (maybe you were confused because FLUKA has the possibility to model radioactive beams, but this is a *completely* different case!). Then you build your geometry and you assign to the modeled regions all the materials/compounds you have.
