EMFCUT are always defined by the DEFAULTS, which means they are defined in
a "virtual": card.
In the text you quote:
Ae, Ue =lower and upper limit for electron production and for electron
data tabulations in the given material. Total energy, not kinetic one.

Ap Up same for photons

The printout by region contains tha transport thresholds for electrons
(Ecut) and photons (Pcut) in the given region
