Are you using the latest Flair version?
In any case, you can always manually edit the .inp file setting X-REFLECT in the SDUMP of MAT-PROP.

On the FLUKA website, it is mentioned that a new feature has been added, that I found interesting “The X-ray complex refraction indeces are used in order to compute reflection probabilities for X-rays on thick mirrors, as a function of the incidence angle. X-ray reflection can be activated using the MAT-PROP card with sdum=X-REFLEC”
