13.2.18} rflctv.f: user-defined ReFLeCTiVity

     Argument list (all variables are input only):
          WVLNGT : photon wavelength (in cm)
          OMGPHO : angular frequency (omega = 2pi nu) of the photon (in s-1)
          MMAT   : material index

 Function RFLCTV returns a user-defined value equal to 1-R, where R is the
 reflectivity of the current material for an optical photon of the given
 wavelength or frequency.
 It is activated by OPT-PROP, with 
SDUM
 = METAL, and 
WHAT(3)
 < -99.
