13.2.19} rfrndx.f: user-defined ReFRaction iNDeX

     Argument list (all variables are input only):
          WVLNGT : photon wavelength (in cm)
          OMGPHO : angular frequency (omega = 2pi nu) of the photon (in s-1)
          MMAT   : material index

 Function RFRNDX returns a user-defined  refraction index of the current
 material for an optical photon of the given wavelength or frequency.
 It is activated by OPT-PROP, with 
SDUM
 = blank, and 
WHAT(1)
 < -99.
