There is no way to get a spherical binnig in FLUKA.

Of course with what(1)=2 you get the same result, but this can be
also achieved using a spatial binning, IF you integrate EXACTLY on a
whole region.
Probably it's not your case, but the result cannot be the same for any
choice of WHAT(1) when quenching is activated (see TCQUENCH)
