Dear Jyoti,
did you try to install Flair and the Geoviewer from the .tar files?
If you follow the instructions in the README files (and if you have
the pre-requisite software installed) you will compile Flair and the
Geoviewer from the source files. With the rpm you are installing a
pre-built binary.
Please try: in Fedora 28 it should work.
