You're correct. The definition should be:
MATERIAL 0.0 0.0 2.3 33.0
 CONCRETE
COMPOUND -0.227915 SILICON -0.09972 HYDROGEN -0.60541 OXYGEN
CONCRETE
COMPOUND -0.04986 CALCIUM -0.014245 ALUMINUM -0.00285 IRON
CONCRETE
