Dear Li,
    Fluka is not a toolkit in which the user can change the models
and add different treatments of a process, as in Geant4 for example.
So the concept of PhysicsList does not apply to Fluka.

Penelope is an independent code and, as far as I know, a comparison
has been done in this paper:
