The direct reaction (p,n) is not (yet) implemented in FLUKA.
Since it gives an important contribution in this energy range, there is no surprise that you find different results with respect to measured data.

Please, how can I generate cross-section data for Cu(p,n)Zn using FLUKA? I have simulated this reaction for energies between 0-20MeV. I also compared my result with IAEA Nuclear Data, unfortunately, the two graphs are so different from each other.
