Fluka comes with a large library of predefined isotopes with their corresponding decay spectra. You can simply select ISOTOPE in the BEAM card and then set the desired isotope with the HI-PROBE card (see manual for details). You should also put a RADDECAY card with the desired mode and then set the DCYSCORE card accordingly for the scoring cards that you are using. I guess if you're interested in the activity then semi-analoge mode should suit you. You can find an example for an input file in this post on the Fluka mailing list:

Dear Fluka Experts /USERS
i am trying to simulate the detection of a point source for example (Co-60) with its well known energies (1.1 and 1.3) Mev, how could i define these energies in the input file and how can i generate the gamma spectrum for different counting time finally if i want to define its activity how could i do this.
