Thanks for your advice. It has been solved. I installed the gfortran 8.2 form this page:
https://github.com/fxcoudert/gfortran-for-macOS/releases <
https://github.com/fxcoudert/gfortran-for-macOS/releases>, and add the flag "-I/Library/Developer/CommandLineTools/SDKs/MacOSX.sdk/usr/include”. Then FLUKA can be successfully built on Catalina.
