I just got the same problem and I did solved as following:

- ] you need to download the fluka data files from [
https://www.fluka.org/fluka.php?id=download&sub=packages_ok | here ] (the fifth package from bottom). Then you need to untar (unzip) it in the same directory as FLUPRO.
