You need to add a GLOBAL card at the very beginning of the input file with SDUM=OLDFLAIR.
" The use of so-called "expressions" inside the Flair preprocessor, those writing pseudo-comments in the input file like !_at_what.1=-1.5e-2is deprecated. In order to still use those kind of expressions, the user has to explicitly set SDUM=OLDFLAIR in the GLOBAL card.

Subject: [fluka-discuss]: Comment comand no working on flair
Dear FLUKA experts,
I recently upgrade flair to the newest version. However, I noticed that
when I want to add a comment pressing the specific button it not works
anymore. To add a comment I have to edit manually the card and this
could be quite a long procedure. There is any reason why this issue happens?
