proton stopping powers

Dear all

I was under the impression that Fluka stopping powers were "fully compliant"
with ICRU recommendations, and after seeing the paper:
"Improvement of low-energy stopping power algorithms in the FLUKA
simulation program" by Parodi and Squarcia, Nuclear Instruments and
Methods in Physics Research A 456 (2001) 352-368
I saw that water stopping powers were within 1% of ICRU values for all
energies. However when I print them out, I see differences of
about -5% compared to ICRU in the range 1-300 MeV, and up
to 30% between 1keV - 1MeV for the
same I value (75 eV) recommended by ICRU.
The plot looks just like the "old Fluka" plot in fig. 8 of the above paper.
Was this change to stopping powers not actually implemented?

If not, how can I manually "force" the stopping powers to agree better with
 ICRU? I want to also calculate the stopping powers for
the active components in GafChromic EBT and MD-V2-55 films and
would like to make sure that those values comply with ICRU methods
using Fluka as my stopping power "calculator". (I have ICRU
recommended I values for them using the NIST ESTAR tool)

I attach plots of stopping powers (also with I=80 eV, a more recent value)
and a '% difference' plot.
