it's strange..I made a quick check for protons only, in the energy range you give (6-18 MeV) and I find 17.6 %, with the same version.
Are you sure that you selected only protons that come from the annihilation, excluding those generated by reinteractions of secondaries in the target?

This autumn we are going to have a testbeam with the timepix3 detector which gives us an opportunity to study antiproton annihilation in materials.
