I am afraid that is not possible. In FLUKA all materials are not ionized.

Subject: [fluka-discuss]: Two questions regarding dense plasma & quantum degeneracy
Dear FLuka Experts,
1. Can Fluka be used to calculate energy deposition in a dense plasma? If so how would you define the plasma? Can it be done with a simple material card?
2. Can FLuka take account of quantum degeneracy of electrons? I believe this may affect energy deposition in high density plasmas?
