Hi,
Assume that I have a lot of regions, for most of them, importance values
can be assigned via user's userimbs.f code. For few regions, I need to
assign importance by separate BIASING cards. So in order to reduce input
file's complexity, I would have a BIASING card to assign all of regions via
the user's routine and after that, add more biasing cards for the regions
needing manual assignment of importance. I am wondering if this way works?
I mean if the regions (needing manual assignment) will be re-identified
since they are assigned twice with different biasing.

Slide 27 indicates:
WHAT(2) and WHAT(3) ≠ 1.0 (Any value ≠ 1.0)
it really means: WHAT(2) or WHAT(3) ≠ 1.0 (either value ≠ 1.0) ?
Or:
WHAT(2) ≠ 0 and WHAT(3) ≠ 1.0 (both value ≠ 1.0)??
Please clarify.
