no: EM-ENERGY, and more generally ENERGY, include ALL energy depositions,
including non-ionizing ones.
For neutrons < 20 MeV, the recoils are included in the deposited kerma,
it means that they are not transported and the energy is included in
"ENERGY" scoring. The NIEL in this case is the one calculated by the NJOY
(Nuclear data processing system) code.
